Well, could masquerade as a normal diver with high-vis gear. Make her inflator rifle collapsible so that it looks like normal gear on her belt, and no one would think twice.
Either that or she wears a orange vest "in the rear" when doing patrol duty or guard duty. She swaps to a black one for infiltration. :3
